Why GoBaoPay doesn't require a payment license
GoBaoPay is a payment-request and request-management tool, not a payment institution, e-money issuer, or money transmitter. At no point in the flow does GoBaoPay receive, hold, or transmit funds:
- A seller creates a request specifying an amount and description.
- The buyer opens the request and pays using their own chosen method — directly into the seller's own PayPal, Alipay, WeChat Pay, bank, Wise, or Remitly account.
- GoBaoPay only displays the request and reflects its paid/pending status. It is never a party to the movement of funds.
Because funds move directly between buyer and seller through independently regulated payment providers, GoBaoPay falls outside the scope of payment institution licensing in the way a custodial payment processor would not.
Anti-money laundering and sanctions
Sellers are responsible for complying with anti-money-laundering, counter-terrorist-financing, and sanctions laws applicable to their own business and transactions. GoBaoPay reserves the right to suspend or terminate accounts reasonably suspected of facilitating illegal activity, and may report such activity to relevant authorities or payment providers. Data protection
GoBaoPay handles personal data in line with our Privacy Policy, including data minimization (we never collect buyer payment credentials) and reasonable technical safeguards described in our Security page.
Payment provider compliance
Each payment method a seller uses (PayPal, Alipay, WeChat Pay, banks, Wise, Remitly) is independently regulated and subject to its own compliance obligations, terms of service, and dispute processes, which apply in addition to GoBaoPay's own terms.
